UPM has created a Risk Management System

By: Prof. Dr. Azmawani Abd Rahman

SERDANG - Safety, Health, and Welfare of employees is the main responsibility of every employer. This responsibility is a legal requirement that must be complied with under the provisions of the Occupational Safety and Health Act 1994 (ACT 514). In this context, Universiti Putra Malaysia (UPM) always gives priority to the Safety, Health and Welfare of campus residents and has a governance that is always sensitive to emergencies or disasters. A systematic risk management approach has become an important practice at UPM in helping the country decide on the COVID-19 infection chain.

In line with the development of Industrial Revolution 4.0 (IR 4.0) technology, UPM has developed a new website-based risk management application called UPM's ERTCOVID-19 Risk Management System (PutraRISK - ERTCOVID19). This application is for the use of all UPM staff and students, including UPM Bintulu campus. Through this application, the level of risk of UPM citizens to the COVID-19 epidemic is monitored from time to time. This initiative is the result of a joint venture between the Office of Occupational Safety and Health Management, University Health Center (PKU), Community Health Department, Faculty of Medicine and Health Sciences (JKK, FPSK) and UPM Teaching Hospital (HPUPM) in collaboration with Information and Communication Development Center (IDEC UPM )

PutraRISK- ERTCOVID19 system takes information related to the signs and symptoms of COVID-19 such as difficulty breathing, cough, sore throat and fever. PutraRISK - ERTCOVID19 system is constantly updated and monitors the current risks of staff and students based on new clusters gazetted by the government. After completing the PutraRISK-ERTCOVID19 system, staff and students will continue to be able to see the results of their respective risk levels. There are three levels of risk identified namely High Risk (Red), Medium Risk (Yellow), and Low Risk (Green). Each level of risk has specific control actions. Each UPM citizen is responsible in performing control actions based on their level of risk.

University level risk analysis led by the Director of Occupational Safety and Health, Prof. Dr. Mohd Rafee Baharudin, Director of the Office of Corporate Strategy and Communications (CoSComm), Professor Dr. Azmawani Abd Rahman who acts as a liaison officer to the Ministry of Higher Education, the media team and is responsible for risk-related announcements to all campus residents. The presentation of the COVID-19 risk management report was done daily at a meeting of the Emergency Action Committee or known as the UPM ERT chaired by the Vice-Chancellor, Professor Datin Paduka Setia Dato ’Dr. Aini Ideris acted as the Incident Commander. The results of the analysis will show the level of risk faced by each campus resident and it can help universities create relevant mitigation strategies.

UPM ERT Committee always strives to ensure the level of risk to campus residents is at a low level. Maintaining a low level of risk is very important so that university activities will be able to continue in new normal circumstances. Planned and structured risk management from the beginning facilitates immediate and effective action taken comprehensively at the university campus to address the COVID-19 epidemic. - UPM
